Dominion Energy (D) has announced significant changes in its senior executive team effective June 1, 2025, as part of a planned transition following the retirement of Diane Leopold, the company's Executive Vice President and Chief Operating Officer. The reshuffle sees current executives taking on new roles and responsibilities to ensure a seamless leadership transition.
Edward H. “Ed” Baine, currently serving as President-Utility Operations and Dominion Energy Virginia, will continue to oversee operations for the company’s utilities across Virginia, North Carolina, and South Carolina. Eric S. Carr, Chief Nuclear Officer and President of Nuclear Operations and Contracted Energy, remains responsible for Dominion Energy’s seven-reactor nuclear fleet and its Contracted Energy operations.
Carlos M. Brown is set to assume oversight of the company’s Project Construction group, which includes significant generation and gas construction projects. Following the reorganization, he will hold the title of Executive Vice President, Chief Administrative and Projects Officer, and Corporate Secretary while continuing as President of Dominion Energy Services. Mark D. Mitchell will be promoted to President-Project Construction and will report to Brown.
Regina J. “Gina” Elbert will take on an expanded role as Senior Vice President and Chief Legal and Human Resources Officer, overseeing the company’s law and HR functions. All these leaders will report to Robert M. Blue, Chair, President and CEO of Dominion Energy.
